When/where was CONFEPASO initially formed?

Puerto Rico. I have forgotten the exact date but 1993 is in my head for some reason.

Can I ask WHY it was formed....What was the need for it? Was it to keep things more fair? More structured? Was it to establish points (level playing field for pointing horses)? Was it to help with "grading" horses? To keep the breed standard upheld?
Some of the rules are EXCELLENT...others make no sense to me.

It was established to maintain rules for international competition. There had already been a couple Mundial shows under I don't know what rules. So there had developed the need for international rules to govern showing. It is an international show association design to bring the different countries together for competition, not a registry or anything else.

I'm not sure, but to me, the rules look like a consensus of what is accepted by the majority of countries that are represented in CONFEPASO. The only ones I've ever heard arguments about, are the excessive white rules. I think it is flexible though, in terms of how the individual shows are run in the host countries. Case in point: Santana del Cardo was Pleasure Champion? one year. I don't think it typical of a show in Colombia to hold pleasure classes, but it's not been there for a while, so not sure about that....but we have them in the US.

Pretty sure...think it was in '99. As for how they got around the rule...I have no clue. That was right before the breed found me.

That is correct Kerry! there is lots of flexibility! 2005 mundial held in Puerto Rico had a class for PPR......

Yes, Terry, he is the only Mundial pinto champion. The white rules were waved and Performance, Pleasure and amateur classes were added to the schedlue in 1999 because it was held in the United States and we requested such.

Thanks for the info Felix and Cindy! So yes Virginia, you too can have a World Champion title in your pinto's resume! (as long as you make an effort)

Well then...there IS ..HOPE!
Has it ever happened since? Have the white rules ever been waved outside the USA? Likely not.... correct?
Was it voted on by committee or something Cindy?

It was requested by the PFHA to CONFEPASO and CONFEPASO agreed. No, it has never been done anywhere else. And I do not think the white requirement was waved in 2007. I do not think we asked for it that year.

I don't know for certain, but I suspect there was quite a little chrome in the arena when the PPR classes were held in Puerto Rico. Although technically, not another country, it is a different body hosting the show. I think if someone wanted to actually TAKE an excessive white horse to another country, they would have to go through the proper channels to make the request for the classes. If you seriously want pintos or excessive white marks to be allowed across the board, then I'd contact Dr. Lauracuente and ask him how best to proceed. If no one asks for change, none will occur.

Very good Point Kerry....... i will think if a large group will request such thing in this country..... don't see the reason why shouldn't be granted!
But again! UNITED is the key.......(large group)
