To all animal lovers here, horse lovers in particular.  Don't you think that the best way to protect those poor animals is by educating the people about how to take care of animals, the rules of the trade, the laws and the consequenses of animal abuse?

I would probably sound sarcastic but autoritys have the hands full. What I mean by that is that some  times you caught a crook hurting a horse and nobody back you up afraid of reprisalys.  Then if you are firm enough to take the case to the court, the perpetraitor gets free with just a warning.

That happend to me when I tried to confront a guy who hited his own mare with a 2x4 lumber.  Then again with a youngster who wants to put a home-made bit made of 6" barb wire in his colt mouth just because the colt was pulling very hard and he couldn't stop it.  And I remember another guy who claim to be a trainer and hit a horse between the eyes with a beer bottle. The horse owner was ok with that.  Evil or Very Mad  Evil or Very Mad  Evil or Very Mad
The point is we have to take any oportunity to educate people like... hey! you want to buy a horse? good for you, but do you have a place and the time to care for him? Because they depend of you to feed them and get water for them and then come parasite control, vet bills, you know is like a child you have to vaccinate them, etc. Because I know a lot of people that the idea of owning a horse is ride them when they want'ed and relese them at the pasture until the nex time...

You are right Pro, that is the best way to a better future!

I encourage everyone to be armed with their state's cruelty and neglect laws.  I also encourage people to enforce their law enforcement officers.  They frequently do not know what the laws are.  The ASPCA provides those laws to you.

Find out what is legal in your state.  For you Pro, I'm sure if you had showed the officers the law in black and white, at the time of complaint, they would have no choice but to enforce.

They are handing down more punishments, than I have EVER seen before.

But yes, educating owners is very, very good, and more people should take the time to do so.

I wish it could it be as easy as it sounds  britzlove,  but much of the officers don’t know any animal protection laws, don’t care much nor want to be involved.  That has been my experience and a lot of persons have to go over hill to get their animal abuse cases in front of a judge for that matter.  In some cases, they say that they don’t get paid enough to go after a horse that has been stolen.  

I have a lot of experience tracking stolen horses for friends and people referred   to me and the only form of cooperation we’ve had  from the officers is file a complaint form.  In some lucky cases the officer is related with horses and sympathizes with the cause. The politicians promised to help shelters, reinforce the laws, provide funds, etc.  But all they do is just spend $ on their own.

That’s why the community and general public need to be educated, so future generations can become better animal owners/lovers. Here the politicians spend big bucks educating children on how to vote.  But I never heard of any government agency providing funds for educating the children in aspects like the topic we’re discussing here or at least something so important like the national sport of P.R. which is paso fino.

I held a non- profitable Paso Fino conference in some schools on the puertorican nationality week (semana de la puertorriquenidad) and I always start by asking what the national sport in PR is and even they know I’m going to talk about paso finos, they reply by saying baseball, boxing, or cockfights.  

Bottom line… Don’t expect the government to take care of the problem and take any opportunity you have to teach people, for the officers don’t.

I wasn't saying that you have to trust the government, or that it wasn't alot of work.

But, you can get a CD with all the states cruelty laws from the ASPCA online, you can print off your states laws, and you can require your law enforcement to follow them.  When you are calling about a situation, you call have a printout on hand.  Really, trust me, cops will not as easily dismiss you if you are armed with proof of the law.  I was saying that sometimes law enforcement is ignorent of state law, but when shown will respond.

I actually have alot of respect for law enforcement.  Less confidence in the courts, but it's not a perfect world.

I think you’re right, that is a good idea and I’m going to be prepare for the next time. I already find the ASPCA site you said and I join the forum there, fill an online petition form for animal cruelty and print the laws and regulations form.  Unfortunately there is no ASPCA in PR but that’s the beauty of communications, you can be connected around the world.  I suppose the officers there are more committed than the ones here, for the law is the same.  Probably in part because of the beaurocracy  of the court system. But like you said… it's not a perfect world. Thanks for the advice I apreciate it.
